The European Union has taken an unprecedented step by officially designating Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization. The decision comes after years of reports denouncing systematic human rights violations and, in particular, following the bloody crackdown on civilian protests inside Iran. Brussels thus sends a clear message: state violence against one’s own people will not go unpunished on the international stage.
The measure was approved by the foreign ministers of the EU member states, who agreed to include the IRGC on the bloc’s official list of terrorist organizations. This decision allows for the freezing of assets, the prohibition of financing, and the penalization of any form of support to this military body within European territory.
“Terrorist is indeed the correct term to describe a regime that crushes its own people’s protests in blood. Europe stands with the people of Iran in their brave struggle for freedom,” European Commission President Ursula von der Leyen added on her social media accounts.
The Revolutionary Guard is not merely a military force; it is the pillar of power of the Iranian regime, exercising control over key sectors such as the economy, the media, and internal security. It has also been accused of backing armed groups in the Middle East, which has generated international tensions for years.
Brussels has also decided to sanction a total of six entities as well as 15 individuals from the country, including Iran’s Minister of the Interior and head of the National Security Council, Eskandar Momeni, and the country’s prosecutor general, Mohammad Movahedi Azad.
Judge Iman Afshari and several commanders of the Revolutionary Guard are also among those sanctioned, along with various high-ranking police officials. “All of them,” the Council concludes, “took part in the violent repression of peaceful protests and in the arbitrary detention of political activists and human rights defenders.”
For its part, the Iranian regime reacted harshly, labeling the designation “irresponsible” and a violation of international law. However, for many analysts, the reaction precisely confirms the level of power and influence wielded by the IRGC within Iran’s authoritarian system.
Countries such as the United States and Canada had already previously classified the Revolutionary Guard as a terrorist organization, reinforcing the international consensus regarding its repressive role.
The designation of Iran’s Revolutionary Guard as a terrorist organization is not a mere political gesture; it is an official acknowledgment that repression, terror, and the use of state violence against civilians cannot be normalized.
When a power structure relies on the blood of its own people to remain in control, it ceases to be a legitimate government and becomes an apparatus of terror. The European Union’s decision opens the door to greater accountability and sends a message to other regimes that repress their citizens: the world is watching, and silence is no longer an option.
