So I was in the mood for a little light reading the other day, and I began to pore over the New York City Charter, a sacred document of our city, enacted Jan. 1, 1898, which not only welcomed Brooklyn to the five-borough family, but established the protocols and procedures by which we still live today.
It has officially been amended five times: in 1901, 1938, 1963, 1975 and 2020. But I am here to tell you that some clever devil apparently snuck in and did his own revising, and by my calculations that has happened sometime in the past 25 years, some time since Feb. 3, 2002.
It’s right there. Chapter 12 of the charter is titled: “Obligations of the City.” And here is a listing of the sections:
