They show up again and again — the same faces, the same tactics and the same disruptive result.
An infamous group of aggressive activists has become a fixture at Los Angeles City Hall and Police Commission meetings, routinely hijacking public comment and pushing proceedings toward delay, disorder, or outright shutdown.
They don’t operate as a single organization, but their presence is consistent — and so is the disruption.
Here are the agitators most frequently at the center of those confrontations:
Armando Herman
A notorious Southern California meeting crasher with a long history of confrontational public comment. Herman calls himself a First Amendment activist but is widely labeled a gadfly for profanity-laced tirades, racial slurs, and the use of inflammatory props — including swastikas, KKK imagery, and costumes — to provoke officials.
William Gude
Gude is the founder of Film the Police and a constant presence at LAPD flashpoints. He’s routinely on the ground at protests, crime scenes and police encounters, often filming officers across Hollywood and other neighborhoods. Gude routinely shames and harasses hard-working law enforcement personnel by publishing videos on his platform, putting their safety at risk. The practice that has drawn sustained backlash from police unions.
Andrew Graebner
A frequent Police Commission speaker and unhinged LAPD critic. Graebner regularly accuses officers and city officials of intimidating the public and violating free-speech rights. He also is a tenant-rights agitator, and complains about how” independent journalists” are treated during city meetings.
Jason Reedy
A fixture at City Hall and Police Commission meetings — spouting threats and profanities, usually while holding one of his young children. Reedy is a regular public commenter and protest organizer, best known for a disgraceful confrontation with then–Councilman Kevin de León at a Lincoln Heights holiday toy giveaway. He frequently appears at police-related meetings and helps organize demonstrations through the People’s City Council, which advocates for slashing police budgets and shifting funding toward social programs.
Dr. Melina Abdullah is a vocal advocate for abolishing the police and defunding law enforcement. She remains a primary leader for BLM Grassroots, which she distinguishes from the BLM Global Network Foundation, focusing on “boots on the ground”. She has led high-profile protests against the LAPD, often engaging in direct confrontations during Police Commission meetings.
