Super subway perv : NYC creep busted 32 times — including 6 for sex crimes — since 1983

He’s a super creep.

Roman Gonzalez was busted on April 9 at the Union Square subway station for pleasuring himself in front of a woman on the train platform — the sixth time he’s been nabbed for public lewdness, and 32nd time he’s been arrested since 1983, The Post has learned.

But Gonzalez, 67, was back out on the street days immediately after his arrest a week later because the charges aren’t bail eligible.

Recidivist pervs such as Gonzalez are the driving force behind sex crimes on the city’s subways and buses, police sources said.

“How can you be doing this since 1983 and still be out on the street?” raged a disgusted NYPD detective.

There have been 213 people arrested so far in 2025 for transit sex crimes in the city and 52 of them have multiple arrests for sex offenses, NYPD data reviewed by The Post show.

“It’s clear the NYPD continues to make safety a priority in the transit system, but we need prosecutors and the courts to play their part, ensuring that we stop the revolving door for recidivists,” a high-ranking police source said, pointing out that major crime in transit is down 3% so far this year.

The Staten Island resident’s first arrest 42 years ago came at the age of 25, on a weapons possession charge after threatening another man with brass knuckles, police sources said.

His long rap sheet includes charges for petit larceny, possession of stolen credit cards, grand larceny and menacing, the sources said. He never did prison time in New York.

By 2005 he was arrested for forcible touching; in 2016, for sex abuse, and later the same year, for public lewdness, when he masturbated on the G line at Broadway and Northern Boulevard in Astoria, sources said.

In that case, the victim, a 26-year-old woman, managed to catch Gonzalez on video, which helped cops arrest him a month later, the sources said. The case was later sealed and there was no information available about it, officials said.

By Feb. 23 he was allegedly at it again, masturbating in front of a woman on the N train in Manhattan, authorities said. He was arrested March 18, but despite his criminal history — walked away with just a desk appearance ticket.

Another recidivist perv, Kenneth Tsui, has been arrested three times for sex crimes, twice on the subway, and charged with persistent sexual abuse, forcible touching and sexual abuse, according to cops. 

Tsui, 27, was arrested on June 8 after he allegedly sexually abused a 17-year-old girl at the Puerto Rican Day Parade at Fifth Avenue and East 48th Street in Midtown, cops said. 

The teen victim told cops “she felt something poke her buttocks” and saw a man standing behind her with an exposed erect penis, according to a criminal complaint. 

The teen snapped a photo and gave it to police, and Tsui was arrested when a cop recognized him, the sources said. He had a box cutter, police said, and was also hit with a weapons charge.

Tsui was released after a court appearance in August, when a judge set bail at $10,000 cash or $30,000 bond. He pleaded guilty to persistent sexual abuse and is due in court for sentencing in September, court records show.

Tsui was also arrested for sex abuse on Sept. 13, 2023, for allegedly bumping into a woman with his erect penis exposed on a 6 train, cops said. Tsui was convicted of forcible touching on Dec. 13, 2023, but the case was dismissed when Tsui was found unfit to stand trial, a spokeswoman for Manhattan DA Alvin Bragg said.

On July 26, 2024, he was deemed to be a Level 1 Sex Offender, the lowest level, court records show.

Another accused sicko perv, Dexter Betancourt, 37, allegedly tried to kiss a stranger’s feet after she rejected his advances on June 18 while she waited for a train at the 14th Street-Sixth Avenue station, cops said.

Betancourt exposed himself and fled on a northbound L train, police said. He was charged with forcible touching and was cut loose without bail. His next court date is in September, records show.

Betancourt has nearly two dozen prior arrests, 11 of them sealed, a police source said. 

In 2013, Betancourt allegedly threw a 27-year-old woman to the ground before choking and biting her face on the Upper East Side, sources said. 

A year earlier, the creep allegedly grabbed a 25-year-old woman, threw her to the ground and groped her, sources told The Post. 

The courts need to keep repeat sex offenders behind bars, insisted another police source to The Post.

“We are doing everything we can by putting more cops on the trains,” the source said. “It goes back to the courts. They look at these public lewdness cases and they don’t take them seriously. The court has to punish these guys and keep them in jail longer.”
