Sausalito’s new city manager was arrested early Saturday on suspicion of felony burglary after Marin County sheriff’s deputies responding to a noise complaint found her aboard a yacht they say belonged to someone else.
According to the Marin County Sheriff’s Office, Elaine Forbes told deputies she was having “a bad morning” and directed them to get off what she claimed was her boat before investigators determined she was not authorized to be aboard the vessel.
Forbes, who had been on the job for less than three weeks, was taken into custody by sheriff’s deputies on Humboldt Avenue near Johnson Street, a waterfront stretch lined with restaurants and marinas.

Authorities have not released details about the alleged burglary or the circumstances surrounding the arrest.
The arrest followed Thursday’s decision by the Sausalito City Council to place Forbes on administrative leave without publicly explaining why.
In the wake of her arrest, the City of Sausalito acknowledged the turmoil in a statement, saying: “This is a difficult development for our City staff and our community. Because this is now an active and ongoing investigation by the Marin County Sheriff’s Office, the City will not comment on the specific allegations.”
Before taking the top job in Sausalito, Forbes spent nine years as the executive director of the Port of San Francisco.
