Mayor Zohran Mamdani’s barely legible notes were on full display Wednesday during a City Hall hearing on horses and housing — including one line that pondered, “Who is our DHS commissioner?”

“Horses have a 5 week/yr,” he scribbled in black ink — while taking notes on the horse-drawn carriage ban city council passed last month.

Hizzonner may have been referencing a city law that requires carriage horses to receive “no less than five weeks of vacation or furlough every twelve months.”

He penned the chicken scratch — translated, at least partially, by The Post — below a list of inexplicable notes from meetings he attended over the past week.

“Two hospitals in BK allegedly only provide Tylenol and peptobismol to NYers in custody,” he scrawled Sunday.

In another illegible line, he wondered, confusingly,  “Should we stagger down ….25% and the cap? Whether or not it’s $600k or $255k. This is over year.”

“Will any school be [illegible]” he added Tuesday.“Can we also have a [illegible] avail?”

Under “11/2,” he scrawled: “Who is our DHS commissioner?”

Mamdani was sitting through a public hearing on the horse-drawn carriage ban in Central Park, along with real estate issues, when he took the notes Wednesday.

He had been tasked with deciding whether to sign a bill banning horse-drawn carriages after the City Council voted last month to pass it.

He also heard testimony Wednesday about a bill that would allow community groups the first chance to buy certain residential properties before they go on the open market.

A City Hall rep didn’t immediately comment.
