At least 10 vehicles were sidelined with blown or flat tires during Monday-morning rush hour in Los Angeles, causing mass congestion.

The southbound 405 Freeway in Encino was backed up from 5:30 a.m. near Mulholland Drive, according to the California Highway Patrol’s traffic log.
